STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

Serves as supervisor to the Skill Craft Section that contains maintenance and janitor personnel; serves as supervisor to School Maintenance Section that contains school maintenance and janitor personnel at seven BIE operated schools. Responsible for accomplishing a variety of work operations and functions at assigned locations within the time scheduled, budget and staff limitations prescribed by management.

The facility management program is very active and involves responsibility for one or more specific facility management related programs such as safety, energy conservation, and fire suppression.

The incumbent carries out the duties and responsibilities of the position, exercising leadership and managerial ability in planning, implementing, executing and evaluating effective facility management program. Keeps the Facility Manager and school principals informed of program status, progress, and other issues that may adversely impact objectives. Performance is reviewed for effective execution of program objectives, and contribution towards accomplishment of mission objectives.

Prepares projects to be entered into MAXIMO and year-end report to meet Fiscal Year-end reporting. Oversee MAXIMO system, schedule, and reports of all inventories such as: Electro-Mechanical System, Building System, Detail and Summary, Site and Central Utility Detail and Work Analysis Report.

Develops five-year plan and annually updates for Agency and schools for submittal by the Agency Facility Manager. Prepares long range plans for maintenance activities; prepares annual operating programs; reviews and recommends changes.

Consults and shares in the planning, development, execution and evaluation of long-range and annual programs for the operation, maintenance repair and improvement of the plan facilities with the Agency.

Organizes, directs, coordinates the planning, estimating and inspection activities pertinent to the maintenance, improvement and modification or installation of buildings, shops, utility systems, equipment and other functions as may be required in the operations of the Agency structures, related facilities and required supporting services.

Develops technical scope of work for projects for submittal to contracts.

Oversees the utilities and energy monitoring and control systems. Ensures system controls and settings are adjusted to achieve the most efficient use of heating, cooling, hot water, air conditioning, and electricity.

Assists in performing onsite inspections and evaluations of physical facilities BIE-wide to determine actual condition of existing buildings; their functional adequacy; compliance to code requirements, including life safety, health, handicap, energy conservation and environment; and examines existing facilities, utilities and site for renovation, reuse or functional modifications.

Researching public laws such Pub. L. 93-638 regarding Indian Self-Determination and Self-Governance; Pub. L. 100-297, etc. to assess facility program effect of policy directives, proposed statutory and regulatory change and to evaluate field location compliance therewith. Research building and safety industry codes and standards to evaluate and assess compliance in field locations.

Participates in preparation of the facility Operations & Maintenance budget. Monitors project budget expenditures, prepare cost estimates, submit justification for equipment and tool procurement.

Tracks environmental deficiencies for the Agency Headquarters and Agency schools.

Serves as Environmental Management System Coordinator to the Agency Headquarters.

Maintains production reports and other office records.

Selects individual workers and assign the particular work tasks to be performed. Explains work requirements, methods and procedures as needed. Instructs subordinates on difficult work operations, review work in progress and/or upon completion and change work plans and work assignments as necessary to accomplish the work of the unit.

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

For Level 03 – Education & Experience required
Associate’s Degree or 60 college semester hours in related field AND three years related experience.
OR
High School or GED diploma AND five years related experience.

Related field for education may be in any of the following:
Facility Management
Business administration
Industrial technology
Construction management
Public administration

Qualifying experience must be in administration, environmental quality, conservation, or other facility management/operations specialist experience that is related to this position.

For Level 04 – Education and Experience required
Bachelor’s Degree in related field AND one year specialized experience equivalent to Level 03.
OR
Associate’s Degree or 60 semester hours in related filed AND five years related experience equivalent to Level 03.

Bachelor’s degree or coursework may be in any of the following:
• Facility Management
• Business administration
• Industrial technology
• Construction management
• Public administration

Qualifying experience must be in administration, environmental quality, conservation, or other facility management/operations specialist experience that is related to this position.


CONDITIONS OF EMPLOYMENT:

This position requires the operation of a motor vehicle in the performance of duties. Incumbent must possess a valid State Driver’s license as a condition of employment; failure to do so may result in removal from the position.

Subject to background investigation.


PHYSICAL REQUIREMENTS:

Good distance vision in one eye and ability to read without strain printed material the size of type-written characters is required, glasses permitted.

The position also required the ability to hear the conversational voice, with or without a hearing aid.

If incumbent has an amputation of arm, hand, leg or foot, it may be compensated by use of satisfactory prosthesis.

In addition, applicants must possess emotional and mental stability.
