TRIBAL CONSULTATIONS

BIE Standards, Assessment, and Accountability

In July 2018, the Secretary of the Interior established the Bureau of Indian Education (BIE) Standards, Assessments, and Accountability System Negotiated Rulemaking Committee (Committee), to provide the Secretary with recommendations on the development of regulations to define BIE's standards, assessments and accountability system consistent with the Elementary and Secondary Education Act (ESEA) section 1111 (20 U.S.C. § 6311), as amended by the Every Student Succeeds Act.  In addition, the Committee was asked to provide recommendations that encourage the exercise of the authority of Tribal governing bodies or school boards to adopt their own standards, assessments, and accountability system through the use of waivers as described in ESEA section 8204(c).

On June 10, 2019, the Bureau of Indian Affairs (BIA) published the proposed rule in the Federal Register.  To view the proposed rule, please click here.  In addition, the Tribal Leader letter announcing the consultation sessions is available here.

If you would like to submit written input, please e-mail the input to: consultation@bia.gov by midnight Eastern Time on Friday, August 9, 2019.

PAST TRIBAL CONSULTATIONS

Draft Bureau of Indian Education Strategic Plan

The Bureau of Indian Education conducted six national tribal consultations throughout the United States. At each of these consultations, BIE gathered the input of tribal leadership on the organizational design recommended by the BIE’s Blueprint for Reform. The purpose of each session focused on the following:

  • The proposed reorganization based on the Secretarial Order 3334 which calls for the restructuring of the BIE into an innovative organization that will improve operations for both tribally-controlled and BIE-operated schools.

  • The proposed changes have two primary objectives: 1) strengthen BIE’s capability to address school operating needs; and 2) provide greater oversight and improved service delivery to BIE operated and tribally controlled schools.
