STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

Serves as Administrative Support for Principal and school personnel.

Relaying information necessary in carrying out the provisions of various public laws that applies to the school, ISEP Funds and Supplemental Education Programs Funds. In this capacity, the incumbent participates in the financial management of the special programs by performing administrative, clerical, monitoring and training duties which requires a good working knowledge of school organization and special programs.

Reviews documents for accuracy and format, assemblies, and/or prepares for transmission to central, agency office. All documents received from the agency office on the basis of initial, annual programming, periodic reprogramming and in connection with daily operation. The data presented as project applications, amendments and modifications is handled and processed using full range of procedures associated with the use of documents; federal forms, list of authorized positions, programmed equipment list, financial plans, program planning and quarterly schedules, accounting adjustments, internal funds transfer request, contracts, requisitions and preparation of voucher payments.

Maintains program accounts of all approved and funded programs that reflect the obligation, programming, financial cost structures and use of the funds by the approved funds, by fiscal year, job numbers, object class and insuring that programs remain within approved budget limitations. Prepares financial plans by quarterly process and remains in balances using WebBudget modules. Submits approval budgets to agency and central office by quarterly reports. Keeps the Principal advised on the status of funds by monthly report and makes suggestions for reprogramming of approved funds.

Reviews daily and/or monthly reports using FBMS access; determines and researches errors and process corrective actions, processes internal corrections by using the system to accomplish the corrections.

Collaborates with Human Resources for personnel actions and payroll transactions. This may include encoding requests for personnel action when necessary using Federal Payroll/Personnel System (FPPS). Coordinates and compiles personnel documentation for recruitment requests, appointments, conversion, contract renewals, separations, personnel security intake packets. Coordinates with Human Resources Office for technical assistance and guidance for personnel actions, recruitment options, etc.

Maintains time and attendance records for leave requests, overtime/compensatory requests, timesheets, and sick leave bank program. Serves as timekeeper for school personnel and encodes all time report in the QuickTime Production every biweekly with promptness.

Handles routine administration office functions; receiving and referring visitors, parents or agency personnel, answers incoming telephone calls when necessary, maintains school calendar and events, schedules meetings, makes travel arrangement when necessary, initiating and composing routine correspondences, handles incoming mail, maintains files, types memorandum, reports and statistical materials.

Disseminates information and coordinates training for school personnel on BIE policies, school operating procedures, etc. Provides assistances for daily operations on such matters as policies, procedures, methods and techniques.

INDIAN PREFERENCE POLICY:

SUMMARY OF QUALIFICATIONS REQUIRED:

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

EDUCATION: Associate Degree or 60 college semester hours in related field
EXPERIENCE: One year of related experience.

OR

EDUCATION: High School or GED Diploma
EXPERIEMCE: Three years of experience in related field

RELATED EXPERIENCE: For level 02 includes lower level work such as that equivalent to level 01 or GS-03 level of difficulty in a technical area.

Representative technical areas could include: book-keeper, budget clerk, financial clerk, purchasing clerk, human resources clerk, or other similar clerical and administrative support functions.


CONDITIONS OF EMPLOYMENT:

The incumbent is required to operate a US Government-owned or leased motor vehicle in the performance of assigned duties.

A valid State Driver's license must be maintained as a condition of employment; failure to do may result in removal from the position.

On rare occasion, incumbent may be required to travel away from the duty station for training purposes. Travel may involve transit via airplane and motor vehicle.

Position requires normal physical activity with the work, field travel, and attendance at meetings or conferences away from duty station.

PHYSICAL REQUIREMENTS:

The work is primarily sedentary, with occasional periods of standing, walking bending, stooping and carrying light items such as books, papers, files and laptop/computer.

Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters is required, glasses permitted.

Ability to hear the conversational voice, with or without a hearing aid, is required; except that some positions may be suitable for persons who are blind or deaf.

In most instances, an amputation of arm, hand, leg or foot will not disqualify an applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis.

In addition, applicants must possess mental and emotional stability.
