STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

INDIAN PREFERENCE POLICY:

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. RESPONSIBILITIES:

Provide connectivity to the BIE network by installing packet software and assigning Logical Unit Addresses to end-users to access Bureau systems including the BIA network through Virtual Private Network interface.
Research and provide recommendations that consider the school’s need for expansion of equipment capacities, gather technical analysis data that support enhancements to the effectiveness of proposed data processing systems, gather cost data and potential benefits relative to proposed systems.
Provide technical assistance in setting up and maintaining effective operational computer programs. Trouble shoot problem areas associated with LAN and microcomputers (PC's). Do preventative maintenance of equipment on regular basis as needed.
Provide technical assistance effecting implementation of software/hardware, evaluating computer systems/subsystems performance for efficiency, and monitoring customer needs against Agency requirements.
Provide technical direction and support to the school and assist in providing data input, remote job entry, and information retrieval and manipulation services.
Maintain a familiarity with computer operation requirements of all computer systems and assist school with the implementation of such.
Install software programs; hardware and other peripherals associated with a microcomputer and LANS/WANS.
Install network cards, memory simms, hard drives, external floppy disk drives, modems, CD ROMs and reconfigure PC's so all peripherals work.
Maintain and coordinate inventory tracking with Property Management.
Maintain and coordinate system/network security with OCIO.
Monitor and collaborate with Facility Management for any facility upgrades/maintenance that may impact connectivity or operations.
Implement and maintain system/network updates for all equipment connected or potentially connected to BIE/BIA networks, coordinate with BIA HelpDesk when necessary.

SUMMARY OF QUALIFICATIONS REQUIRED:

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

Basic Education & Experience:
Associate Degree or 60 college semester hours in related field AND one year of related experience; OR High School or GED diploma AND three years related experience.

Related experience includes lower-level work such as equivalent to Level 01 Information Technology Technician or GS-03 level of difficulty in a technical area. (Level 01 experience is typically entrance level for assistance with routine and straightforward computer work or desktop support.)

Level 02 must have practical knowledge of operation systems utilized by the school.


CONDITIONS OF EMPLOYMENT:

A valid State Driver’s license is pre-requisite if the positions require operation of a motor vehicle in performance of work. A valid State Driver’s license must be maintained as a condition of employment; failure to do so may result in removal from position.

PHYSICAL REQUIREMENTS:

Good distant vision in one eye and ability to printed material the size of typewritten characters without strain is required, glasses permitted.

The ability to hear the conversational voice, with or without a hearing aid, is required.
In most instance, an amputation of arm, hand or leg will not disqualify an applicant for appointment, although it may be necessary that this condition be able to be compensated with the use of satisfactory prothesis.

Incumbent must possess emotional and mental stability.

There is normal standing, walking between equipment situations and similar movements around the immediate environment. The work also requires lifting hardware and peripheral equipment, and cables.

After a suitability /fitness determination is made, the applicant may also be subject to continuous vetting which may include periodic reinvestigations to ensure the employee is continuing suitability for employment.
