STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

INDIAN PREFERENCE POLICY:

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). RESPONSIBILITIES:

The Facility Manager is responsible for planning, programming, directing, monitoring, and coordinating Sherman Indian High School's Facility operation repair, and maintenance program. Responsibilities include, but not limited to: responsible for a complete system of real property, buildings, and utilities program including: central heating and cooling, domestic water, building security and key control, sewage and sanitation, custodial and janitorial services, fire prevention and protection, safety, radio and telecommunications, motor vehicle operator licensing, and related functions including equipment repair and maintenance. Compiles, analyzes and maintains accurate plant facility records and files for all school facilities; maintains work progress and all fiscal records of on-going work projects; compiles and submits various reports. Performs inspections of existing structures, utilities, utility systems, and grounds to determine condition, deficiencies, adequacy and adherence to specifications and work practices, backlog requirements, safety, etc., on a regular basis for needed repair and maintenance.

SUMMARY OF QUALIFICATIONS REQUIRED:

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

Bachelor's Degree in related field and one year related experience equivalent to Level 03; OR

Associate Degree or 60-college semester hours in related field, and six years specialized experience equivalent to Level 03; OR

High School or GED diploma and eight years specialized experience equivalent to Level 03.

Bachelor's Degree may be in any: Engineering discipline; Industrial technology; Construction management; Property management; Business administration; Education Administration; Public Administration.

A minimum of 12 semester hours in business administration and/or in any
technology/engineering courses related to building systems such as electrical, mechanical, civil, safety, real estate, interior and architecture design, or equivalent courses is required when Bachelor's Degree is used as qualification. Qualifying related experience used in combination with the Bachelor Degree should be in administration, engineering, building technology or other professional level experience related to the position.

Specialized experience is typically gained in a line of work that is related to the work of the position to be filled, or in the same specific program area with which the position is concerned, or in a closely related kind of program. Examples of qualifying specialized experience include: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other installations, including maintenance activities, and developing preventive maintenance programs. (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. (3) Performing maintenance or construction work, including estimating material and labor costs for a variety of facility management projects, directing actual work operations, and maintaining appropriate contacts with the organizations funding the project.


CONDITIONS OF EMPLOYMENT:

If the position requires operation of a motor vehicle in performance of work, a valid State Driver's license is a prerequisite. Some positions may Involve work that requires driving throughout the geographic jurisdiction of the Education Line Office, school, or dormitory to manage facility management programs and projects. If this is the requirement, a valid State Driver's license must be maintained as a condition of employment; and failure to do so may result in removal from the position.

PHYSICAL REQUIREMENTS:

Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters are required, glasses permitted. Ability to hear the conversational voice, with or without a hearing aid, is required. In most instances, an amputation of arm. hand, leg, or foot will not disqualify an applicant for appointment, although it maybe necessary that this condition be compensated by use of satisfactory prosthesis. In addition, applicants must have mental and emotional stability.

The position requires normal physical activity with the work, field travel, and to attendance at meetings and conferences from the duty station.

BASIS OF RATING:

SPECIAL REFERENCE:

The Investigative Process for Public Trust Positions: Background investigations for public trust positions are conducted to gather information to determine whether applicants are reliable, trustworthy, of good conduct and character, and loyal to the U.S. The information that provided on the Questionnaire for Public Trust Positions (SF-85P) and the Declaration for Federal Employment (OF 306) may be confirmed during the investigation. The investigation may extend beyond the time covered by this form, when necessary to resolve issues. 

The applicant's current employer may be contacted as part of the investigation, although the applicant may have previously indicated on applications or other forms that the applicant did not want the current employer to be contacted. If the applicant has a security freeze on their consumer or credit report file, then the agency may not be able to complete the investigation, which can adversely affect the applicant's eligibility for a public trust position or the ability to obtain Federal or contract employment. To avoid such delays, the applicant must request that the consumer reporting agencies lift the freeze in these instances.

In addition to the questions on the SF-85P, inquiry also is made about the applicant's adherence to security requirements, the applicant honesty and integrity, falsification, misrepresentation, and any other behavior, activities, or associations that tend to demonstrate a person is not reliable, trustworthy, or loyal.

After a suitability /fitness determination is made, the applicant may also be subject to continuous vetting which may include periodic reinvestigations to ensure the employee is continuing suitability for employment.
