STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

INDIAN PREFERENCE POLICY:

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). RESPONSIBILITIES:

The incumbent of this position serves as an Information Technology Specialist in a BIE school. The incumbent develops, implements, and documents network computer information systems for the school support functions.
Manage, supervise and lead, administer, develop, deliver, and support information technology (IT) systems and services. Secure functions involve ensuring the confidentiality, integrity, and availability of systems, networks, and data through planning and development of information systems security procedures and tools.
Apply software functions involving the design, documentation, development, testing, and support of new or existing applications software. Provide network services functions involving the full process of planning and analysis to integration and management of networked systems used for the transmission of information in voice, data, and/or video formats.
Install and implement the networking software at appropriate times to accommodate school needs. Coordinate the school technology team and review and revise the development, design and implementation for the preparation of required or needed management reports and other requirements of the student programs through a computer management system.
Coordinate the preparation and maintenance the data collected for input into the various systems used by the school. Responsible for the disposition of data hosted in the file systems and hardware in accordance with the Bureau's Files Maintenance and Disposition Plan.

Monitor the file servers and PC's for necessary repairs and submit necessary forms to secure necessary repair of hardware. Analyze hardware/software to determine if they are working as planned and that all related areas have been taken into consideration for compatibility and feasibility. Have authority to review and approve IT investments up to a specified dollar amount.
Provide the information technology services for all aspects of the school's academic, residential and ancillary programs. Provide the coordination and maintenance of the network computer information system for the school program. Perform help desk functions by monitoring, responding to and logging help desk requests from teachers and staff. Troubleshoot and correct equipment and software problems in the network system when they occur. Assist teachers and staff in the use of computers, network services, software and web-based applications and to provide student enrichment and support.

Maintain current inventory records of all computer equipment and software. Install, update and maintain network hardware and software at appropriate times to accommodate school needs. Provide the security, accessibility, and storage of data base information in compliance with established procedures and in accordance with established provisions of the Privacy Act.
Be familiar with and support the Student Information System and its use by teachers, staff, administration and students. Provide the documentation requirements and needs such as recordkeeping, database entry and reporting, updating school website content Perform preventative maintenance of computer hardware.
Perform other tasks as necessary to support the ongoing educational and operational goals of the school. Will attend workshops, conferences, to stay abreast of new technology and to represent the LEA to demonstrate innovative projects in the realm of technology. May be required as an incidental duty to operate a government owned or leased motor vehicle.

SUMMARY OF QUALIFICATIONS REQUIRED:

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

Level 03 -Specialist: Bachelor's Degree in Information Technology or related field.

The education requirement for Information Technology Specialist requires a Bachelor's Degree (or higher) in Information Technology, Management Information Systems. Computer Science, Information Science. or related field. Degree In Business, Education or Education Administration with a minor In any formal discipline area of Information Technology (listed above) is also qualifying education requirement.


CONDITIONS OF EMPLOYMENT:

A valid State Driver's license is a prerequisite, If the position requires operation of a motor vehicle in performance of work.

A valid State Driver's license must be maintained as a condition of employment; failure to do may result in removal from the position.

PHYSICAL REQUIREMENTS:

Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters are required. glasses permitted. The ability to hear the conversational voice, with or without a hearing aid, is required. In most instances. and amputation of arm, hand, leg or foot will not disqualify and applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis. In addition, the applicant must possess emotional and mental stability. This position requires normal physical activity with the work, field travel, and to attendance at meetings and conferences from the duty station. The work also requires lifting hardware and peripheral equipment, and cables.

  • Applicant is subject to a favorable background investigation. This is a Non-Critical Low Risk Position subject to a favorable adjudicated background investigation. 

The Investigative Process for Public Trust Positions: Background investigations for public trust positions are conducted to gather information to determine whether applicants are reliable, trustworthy, of good conduct and character, and loyal to the U.S. The information that provided on the Questionnaire for Public Trust Positions (SF-85P) and the Declaration for Federal Employment (OF 306) may be confirmed during the investigation. The investigation may extend beyond the time covered by this form, when necessary to resolve issues. 

The applicant's current employer may be contacted as part of the investigation, although the applicant may have previously indicated on applications or other forms that the applicant did not want the current employer to be contacted. After a suitability /fitness determination is made, the applicant may also be subject to continuous vetting which may include periodic reinvestigations to ensure the employee is continuing suitability for employment.
