STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

The incumbent of this position serves as a substitute for professional teachers on an intermittent basis. The instructional area(s) will normally be general elementary subjects. The Substitute Teacher provides education instruction in a classroom setting utilizing practical teaching methods and techniques to a designated group of students.

Conducts classes in accordance with prescribed course outlines, pre-developed lesson plans, and supervisory directions.

Performs instructional services for assigned classes performing normal range of instructional functions pertaining to organization of daily work plans, conducting classes, and assisting students in performance of planned activities.

Uses available films, film strips, and other prescribed teaching aids appropriate to the subjects to enhance and clarify instruction.

Within definitely prescribed limits, applies judgment pertaining to deviation from established class schedules to accommodate time limitations or interruptions.

Provides added illustration or information to clarify important points to meet the individual or group needs which may require some deviation from planned schedule.

Maintains records pertaining to attendance, test results, subject matter covered, and other items for use by the regular teacher. Records and reports unusual situations requiring further attention by the school administration or regular teacher.

Administers standardized or locally developed subject matter proficiency tests. Scores and records same. May utilize results to discuss group or individual progress with students.

Incumbent carries out lesson plans already developed by Principal or assigned Teacher, may work under supervision of Principal or Teacher to make amendments to already developed lesson plans and daily work plans that utilized prescribed course outlines, standardized texts, or other pre-developed course materials.

Maintains normal discipline and is sensitive to student's social and academic needs. Cooperates with other members of the staff in working with student problems.

Serves as a chaperone for field trips; assists with extra-curricular activities and supervises playground activities.

Level 02: Incumbent carries out lesson plans already developed by Principal or assigned Teacher, may work under supervision of Principal or Teacher to make amendments to already developed lesson plans and daily work plans that utilized prescribed course outlines, standardized texts, or other pre-developed course materials.

Level 03: When substituting during a prolonged absence, works in conjunction with the supervisor to develop lesson plans and daily work plans utilizing prescribed course outlines, standardized texts, or other pre-developed course materials.

INDIAN PREFERENCE POLICY:

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

Level 02: Education AND Experience required.

HS or GED diploma and three years of experience.
Experience as Education Aid in a classroom situation is creditable.

Substitute of Education: 60 semester hours of undergraduate coursework may be substituted for 2 years of experience required for Level 02.

Level 03: Bachelor’s degree and valid State certification as Teacher (Elementary) or Substitute Teacher.
State certification must be maintained as condition of employment.


CONDITIONS OF EMPLOYMENT:

Must be able to obtain and maintain background investigation.

For level 03: State certification must be maintained as condition of employment.


PHYSICAL REQUIREMENTS:

The work is mostly in a classroom setting but does include playground and field trip duties. The work requires considerable walking, standing, and bending while working with individuals or groups of students in various instructional projects.

Good distant vision in one eye and ability to read printed material without strain, glasses permitted. Printed material contains typewritten characters.

Ability to hear the conversational voice, with or without a hearing aid, is required, except that some positions may be suitable for persons who are blind or deaf.

In most instances, an amputation of arm, hand, leg or foot will not disqualify an applicant for an appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis. In addition, applicant must possess mental and emotional stability.


BASIS OF RATING:

  • One academic year (equivalent to two academic semesters) probationary period may be required. 
  • May require overtime work.

  • Student Loan Repayment Program (SLRP) will not be authorized.
  • Government quarters ARE NOT available.
  • Applicant is subject to a favorable background investigation. This is a Non-Critical Low Risk Position subject to a favorable adjudicated background investigation. 

The Investigative Process for Public Trust Positions: Background investigations for public trust positions are conducted to gather information to determine whether applicants are reliable, trustworthy, of good conduct and character, and loyal to the U.S. The information that provided on the Questionnaire for Public Trust Positions (SF-85P) and the Declaration for Federal Employment (OF 306) may be confirmed during the investigation. The investigation may extend beyond the time covered by this form, when necessary to resolve issues. 

The applicant's current employer may be contacted as part of the investigation, although the applicant may have previously indicated on applications or other forms that the applicant did not want the current employer to be contacted.
