STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

Education Specialist applies a knowledge of established education principles and techniques in coordinating and administering segments of education program(s) at the school or line office level, involving provision of technical advice to the principal or line officer with program management and evaluation responsibilities. Assignments typically require application of conventional analytical and investigative techniques. The objectives are generally defined and accomplished with guidance of precedents or standard practices.

The incumbent of this position serves as a resource person in mathematics, reading and technology, modifying and updating curriculum of the school’s. Learning levels at the school are kindergarten (k) through the sixth (6th) grade including:

Develops and writes the staff development program and other special programs as needed. This includes initial budget recommendations, periodic and special program reports of Agency, Area, and Central Office, and the evaluation of the program when implemented.

Is responsible for making recommendations to supervisor on improving the School’s reading, math and technology programs. As such, works closely with the supervisor and teacher supervisors in implementing improvement in the defined areas of weakness.

In close coordination with the principal and teacher supervisors holds in-service training sessions quarterly with the staff concerning development of materials, use of existing materials, testing, evaluation and dissemination of information.

As requested by academic staff and with the concurrence by the teacher supervisor, assists teachers in adapting materials to meet the particular needs of mainstreamed pupils experiencing problems in the regular classroom and in adapting the regular program material to the learning level of the students.

Reviews and evaluates training and educational material which may be used in the classrooms.

Periodically observes classrooms for the purpose of observing student progresses and adherence to project objectives.

Is responsible for seeing that requisitions are accurately prepared, typed, and sent out on schedule

Performs other duties as assigned.

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

Bachelor’s degree in related field and two year experience.

A Bachelor’s Degree in an appropriate education field (or related areas such as those required under P.L. 95-142) with a minimum of 12 semester hours of coursework in the particular area of specialization is required for level 05.

All professional educators must also meet the Certification standards for their position in the State where the position is located. Emergency and provisional certificates may be
accepted under the conditions they are issued by the state certification authority.

Qualifying experience is teaching experience or other professional education experience
related to the position. Additionally, the specialist is required to be current with all pertinent education legal issues relative to area of specialty.

PHYSICAL REQUIREMENTS:

Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters are required, glasses permitted. Ability to hear the conversational voice, with or without a hearing aid, is required except that some positions may be suitable for persons who are blind or deaf. In most instances, an amputation of arm, hand leg or foot will not disqualify an applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis. In addition, applicants must have mental and emotional stability.

The position require normal physical activity, field travel, and attendance at meetings and conferences away from the duty station. Provision of field services involves operation of motor vehicle, which require possession of current State Driver’s license.

SPECIAL REFERENCE:

  • You must be a U.S. citizen to qualify for this position. 
  • Applicant is subject to a favorable background investigation. This is a Non-Critical Moderate Risk Position subject to a favorable adjudicated background investigation.
  • Subject to a probationary period for equivalent to two (2) academic semesters, which may be extended. 
  • The incumbent is required to drive a motor vehicle to conduct business at field locations. You MUST submit a current GSA Form 3607, Motor Vehicle Operator’s License and Driving Record for full consideration. Incumbent must possess a valid state driver’s license.
  • All male applicants born after December 31, 1959, will be required to complete the certification document to confirm their selective service status.
