STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

Incumbent performs health care related duties and responsibilities that consider the educational, psychological, sociological and physiological well-being of students.

Responsibilities include planning, assessing, implementing and evaluating a Comprehensive School Health Education Program for students, education staff and parents. The incumbent promotes the CSHEP by serving as a liaison between the Pueblo of Isleta Health Center and/or Indian Health Service and the school.

Incumbent coordinates health activities with local resources. Incumbent monitors physical activities in coordination with CSHEP including teacher training and maintenance of supplies and material.

Meets frequently to provide feedback and updates on health issues to Principal and Staff.

Incumbent provides basic first aid, otherwise refers complex health situations to the local Pueblo of Isleta Health Center and/or Indian Health Service.

Plans and implements school health management protocol including children with special health needs.

Some special needs children may require routine health care from the health technician according to IEP requirements and incumbent can only provide under supervision of a registered nurse or LPN and with medical doctor’s orders.

Initiates referrals to parents, school, school personnel and community health resources for planning, intervention and follow-up.

SUMMARY OF QUALIFICATIONS REQUIRED:

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

Level 02 Technician requires both Education and Experience.

Requires an Associate degree OR 60 semester hours with a minimum of 6 semester hours in community and public health; or health science.
AND
Requires two years experience in public health education and/or community health field.


CONDITIONS OF EMPLOYMENT:

Term - 2 years NTE 05-31-24
Position is School Year contract that requires annual renewal. Incumbent would be appointed on a term appointment based on workload requirements and/or program funding. The appointment is not-to-exceed two (2) contract terms (NOT TO EXCEED 05-31-24) and may be extended one (1) contract year.

The incumbent is required to operate a US Government-owned or leased motor vehicle in the performance of assigned duties.

The incumbent is required to possess a valid state driver’s licenses. Incumbent must qualify for and maintain Bureau of Indian Affairs Motor Vehicle Operators Authorization.

A valid State Driver's license must be maintained as a condition of employment; failure to do may result in removal from the position.


PHYSICAL REQUIREMENTS:

Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters are required, glasses permitted.

Ability to hear the conversational voice, with or without a hearing aid, is required except that some positions may be suitable for persons who are blind or deaf.

In most instances, an amputation of an arm, hand, leg or foot will not disqualify an applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis.

In addition, applicants must have mental and emotional stability .Incumbent must be physically and emotionally fit to deal with children.

Incumbent will be involved in long periods of standing, walking, bending and stooping to do light physical work.

Incumbent generally works in an area designated for health aide and it is subject to noise, work interruptions and student emergency situations.


BASIS OF RATING:

SPECIAL REFERENCE:

  • You must be a U.S. citizen to qualify for this position. 

  • Applicant is subject to a favorable background investigation. This is a Non-Critical Low Risk Position subject to a favorable adjudicated background investigation.

  • This position is included in the bargaining unit.

  • Incumbent is required to establish Direct Deposit for salary payment.

  • BIE has determined that the duties of this position are not suitable for telework under any circumstances.

  • Subject to a probationary period for equivalent to two (2) academic semesters, which may be extended. 

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. 

  • The incumbent is required to drive a motor vehicle to conduct business at field locations and incumbent must possess a valid state driver’s license. Applicant MUST submit a current GSA Form 3607, Motor Vehicle Operator’s License and Driving Record for full consideration.

  • Government quarters are not available. 

  • Travel and relocation expenses will not be paid.

  • NOTE:  This is a TERM appointment (not to exceed 2 contract years). Term appointments are non-status, non-permanent appointments of limited duration (more than 1 year but not more than 2). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, and Federal Employees Retirement System System and Thrift Savings Plan coverage. Term appointments may be converted to school year contract without further competition.
