State Performance Plan (SPP) and Annual Performance Reports (APR)

The Individuals with Disabilities Education Act requires that each state develop a SPP/APR that evaluates the state's efforts to implement the requirements and purposes of IDEA and describe how the state will improve its implementation and results for children with disabilities.

The Bureau of Indian Education's reorganization to implement the Blueprint for Reform and Secretarial Order #3334 was approved by Congress through the reprogramming process. The reform addresses the chronically low-performing schools and poor financial management identified by the American Indian Education Study Group, various reports and the Government Accountability Office.
