Strategic Transformation of Education Plan

Strategic Transformation of Education Plan and the eLMS

The Bureau of Indian Education is in the first year of implementation of its Strategic Transformation of Education Plan. This powerful initiative is purposed to reduce the opportunity gap, increase student opportunities, increase self-advocacy for our students, and empower Tribal leaders for future generations. The STEP is supporting this impactful vision through three strategic objectives:

Consultations & Initiatives

The Bureau of Indian Education hosts consultations with Tribal governments and listening sessions with students, parents, staff and school communities nationwide. These sessions help shape policies by allowing stakeholders to share feedback through presentations and public comments. They may be held in person, virtually, or both, with advance notice provided for participation.

Budget and Finance

The Division of Budget and Finance oversees and administers the BIE budget consisting of annual direct and supplemental appropriations, and funds transferred to BIE from the Department of Education. The Division performs fiscal monitoring, assists schools in improving funds management, and provides timely financial management analysis, reporting and recommendations to senior leaders, tribes, and program officials.

Facilities and Safety

Facilities Management

The Branch of Facility Management provides technical services, related to facility management for all of Bureau of Indian Education (BIE) locations, including Bureau Operated Schools (BOS), and Tribally Controlled Schools (TCS). The BFM team provides support and guidance to ensure a safe and reliable infrastructure, including school buildings, athletic playgrounds, utility systems, administration offices. The BFM provides technical assistance and guidance on the following:

State Agency Plan

To meet requirements of Section 1111 of the Elementary and Secondary Education Act (ESEA), the Bureau of Indian Education (BIE) published its Standards, Assessments, and Accountability System in its Agency Plan on March 26, 2020. It outlines how the Secretary of the Interior should meet the new ESEA requirements for standards, assessments and accountability systems for BIE-funded schools as outlined in amendments in the Every Student Succeeds Act (ESSA). The Consolidated State Plans of the Agency Plan and the Department of Education Template now reflect those updates and each other.
